L’articolo esamina, con riferimento all’Italia, la tensione dialettica sussistente nel sistema multilivello comprendente lo Stato, le Regioni e l’Unione europea. Esso è diviso in due parti, rispettivamente, intitolate “unità versus autonomia” e “integrazione versus autonomia”. La trattazione mette in luce l’evoluzione di queste tensioni dialettiche e l’avvicinamento tra l’esperienza italiana e quella europea, la quale evidenzia la tendenza a sostituire la competenza della competenza del livello superiore con il principio si sussidiarietà.
The essay examines, with reference to Italy, the dialectical tensions subsisting in the multi-level system consisting of the national State, the Regions and the European Union. It is divided into two parts, respectively, entitled “Unity versus Autonomy” and “Integration versus Autonomy.” The discussion highlights the evolution of these dialectical tensions and the rapprochement between the Italian and the European system, with a trend to replace the “competence on competence” of the upper level with the principle of subsidiarity.
