In questo fascicolo doppio di Italian Papers on Federalism si pubblicano i saggi e i papers presentati al convegno organizzato a Roma, il 16 ottobre 2015, nella sede del CNR, dall’ISSIRFA, con la sponsorizzazione dell’Associazione Italiana dei Costituzionalisti (AIC) e del Centro di ricerca sulle amministrazioni pubbliche “Vittorio Bachelet”.
Il complesso di questi contributi offre un quadro aggiornato ed esauriente della situazione in cui le Regioni ad autonomia speciale e le province autonome di Trento e Bolzano/Bozen vengono a trovarsi nell’attuale momento istituzionale, nel quale le specifiche problematiche della specialità si confrontano con la riforma costituzionale in corso di approvazione. Essi, in particolare, da un lato, illustrano, in termini generali o riferiti a singoli aspetti, l’esperienza maturata dal regionalismo speciale; dall’altro lato, si soffermano sui complessi problemi interpretativi che, con riferimento alle autonomie speciali, pone la riforma costituzionale in itinere e sulle prospettive che essa dischiude.
In this double issue of Italian Papers on Federalism are published the essays and the papers presented at the conference organized in Rome, October 16, 2015, in the CNR headquarter, by ISSIRFA, with the sponsorship of the Italian Association of Constitutionalists (AIC) and the Centro di ricerca sulle amministrazioni pubbliche “Vittorio Bachelet”.
All these contributions provide an updated and comprehensive picture of the situation of the regions with special autonomy and the autonomous provinces of Trento and Bolzano/Bozen in the institutional moment in which the problems of the special autonomies are confronted with the constitutional reform currently being approved. They, in particular, on the one hand, illustrate, in general terms or related to individual aspects, the experience of the special regionalism; on the other hand, examine the complex problems of interpretation that, with reference to the special autonomy, raises the constitutional reform in progress and the prospects that it opens.
