Voici 20 ans que ces 4 chantiers ouverts depuis la promulgation de la Charte n’ont toujours pas trouvé de point final devant le Conseil constitutionnel. Ce délai qui peut paraître excessivement long peut s’expliquer par le rythme juridictionnel qui exige de procéder par petits pas, par petites touches plutôt que par de profonds et brusques mouvements de balancier. Il n’est toutefois pas certain que l’urgence climatique s’en accommode.

It has been 20 years since these 4 projects opened since the promulgation of the Charter have still not found a final point before the Constitutional Council. This delay, which may seem excessively long, can be explained by the jurisdictional rhythm which requires proceeding in small steps, in small touches rather than by deep and sudden pendulum movements. However, it is not certain that the climate emergency can accommodate this.
